RESPONSIBILITIES
SAFETY
DEPARTMENT
The Safety Department is the unit of FWMC that is assigned the
responsibility for monitoring accident prevention efforts on the
various operations of FWMC and its subsidiaries. This
Department is FWMC's primary source of knowledge and expertise
on accident prevention. Accident prevention is the
responsibility of the management and supervisory personnel
directly involved in the execution of the various production or
construction operations. Formulation of programs directed at
helping said personnel execute their work in a safe manner that
is the responsibility of the Safety Department. Inspection of
work sites to determine whether or not unsafe practices are
being employed in the work is also the responsibility of the
Safety Department. When unsafe practices are found on a work
site, they are to be brought immediately to the attention of the
applicable Superintendent or Manager and to others so designated
by the company. It will then be the responsibility of the
Manager or Superintendent to see that corrections are made in
order to do away with the unsafe practice that has been
occurring on his job site.
The Safety Department houses all record keeping and
administration necessary to the operation and maintenance of
FWMC’s Safety Program. This includes all record keeping
connected with workmen’s compensation claims, accidents incurred
on FWMC or subsidiary operations and, in some instances,
accident prevention incentive programs.
OPERATIONS MANAGER
The Operations Manager has overall responsibility for the
administration and management of the FWMC’s safety program in
accordance with the national and local laws and regulations. In
this capacity the Manager serves to prevent, minimize and
correct accident and injury producing conditions. Through
newsletters, meetings, inspections, incentive programs and the
management team the Operations Manager helps inform employees
regarding correct safety procedures and motivate them to make
proper use of this information.
When an accident involving Company personnel, equipment or
facilities owned and operated by the Company or being
constructed by the Company does occur, the Operations Manager
will monitor and/or administer the investigation and analysis of
the incident. Based upon this investigation, he will recommend
corrective action that will prevent a reoccurrence of a like
instance. It will be his responsibility to see that the results
of this investigation are brought to the attention of the
appropriate Company Department in order that required corrective
action is properly implemented by the various operating
divisions. When an incident of this type requires reporting
under DOLE regulations or requires reporting to other
authorities, then it will be the responsibility of the
Operations Manager to make certain that all reports are properly
filed in a timely and correct manner.
The Operations Manager will administer a management information
system designed to provide operating divisions and executive
level management with timely and accurate information regarding
FWMC’s safety program. Elements of this system include
statistical analysis, inspection reports and informal
conferences. In the event that the FWMC Company becomes
involved in a safety related litigation, it will be the
responsibility of the Operations Manager to coordinate with the
FWMC Secretary to see that the interests of that Company and
FWMC are properly represented through his testimony or the
securing of other professional representation as needed.
In discharging the duties and responsibilities of his office,
the Operations Manager deals with four major areas of concern.
The first and most important of these is occupational injuries.
The second is the administrations of FWMC’s worker’s
compensation program. The third is public liability and
property damage and the fourth is security as same relates to
security of facilities owned and operated by FWMC in his role
relating to occupational injuries, the Operations Manager
manages a random inspection program for FWMC, those programs
providing information and guidance to individual job sites, the
establishment of safety programs and goals and the
administration of the incentive programs concerning accident
prevention. The main focus of all of this activity is the
prevention of accidents at all work sites. Establishment of
work programs directed at accident prevention is to be
considered the most important responsibility of the Operations
Manager. Accident prevention also concerns material, equipment
and facilities. In general, the same preventative, minimizing
and correctional approaches are to be used here as in the areas
of occupations safety. Post accident procedures include
investigation, an analysis and preparation of the 600 series
work orders, which properly bill the cost of the accident,
either to the job or to the insurance company. In connection
with this type of activity, the Operations Manager is also to be
considered as a source of evaluation on proposed equipment
purchases from the safety perspective. When called upon, he
will make recommendations based on his evaluation of the
proposed equipment purchase.
In coordination with FWMC’s Insurance Manager, the Operations
Manager is responsible for the administration of FWMC’s worker’s
compensation program. The Operations Manager will participate in
the determination of the programs necessary to comply with all
conditions and laws relative to the area worker’s compensation
claims are a cost of doing business the same as labor, equipment
or materials expended on any program. Administration of this
cost and efforts aimed at reducing said costs are the
responsibility of the Operations Manager. The most effective
reduction of worker’s compensation cost is the reduction of
accidents and thereby the reduction of claims. As previously
stated, this is the primary concern of the Operations Manager,
but it is also his concern to see that the cost of any claims
made against any FWMC entity or FWMC’s carriers are true and
valid ones and that they are disposed of as economically as
possible.
Security of FWMC facilities, work projects and equipment against
fire, theft, vandalism or natural disaster is always a concern.
Responsibility for overseeing this concern and being able to
provide adequate protection against loss of this type is the
responsibility of the Operations Manager. He will develop loss
and theft prevention programs as necessary to respond to this
need. He, or personnel reporting directly to him, will inspect
Corporate/Company facilities and work sites in order to make
certain that adequate and proper loss prevention measures have
been taken.
The Operations Manager will work closely with the management and
supervisory level personnel of the company. He will also be
responsible for maintaining close relationships with
representatives of DOLE, DENR, DOH that may be assigned to the
regional and city levels.
PROJECT ADMINISTRATOR
The Project Administrator reports to and assists the Operations
Manager by maintaining files and records pertaining to the
Workers Compensation, Accident reporting statistics, Safety
Awards and Safety Information programs. This individual
maintains accurate files on all insurance matters that come
under the purview of the Safety Department, as well as files of
safety inspection reports, job site toolbox safety minutes and
other documents involved in the administration of the FWMC
Safety Program. This individual will supervise all clerical
help who are employed by the Safety Department. The
Administrator will perform clerical duties in support of the
Operations Manager. |
